The AIFC Green Finance Centre has launched a pilot regional green finance project office (hereinafter referred to as the Project Office) at the site of JSC SEC “Baikonur”.
The purpose of this Project Office is to assist in the implementation of green and social investment projects in the Kyzylorda region by introducing financial instruments for sustainable development, such as green and social bonds, as well as sustainable development bonds, implemented at the site of the «Astana» International Financial Centre.
The Project Office will search for and select potential green and social investment projects in the region, package selected investment projects, and provide full support to the stage of obtaining funding.
The Chief Business Officer of the AIFC Green Finance Centre, Manas Gizhduaniev, discussed with the Chairman of the Management Board of JSC "SEC "Baikonur" Erlan Nurlanbayev issues related to the organization of the Project Office, namely the involvement of the team and the interim reporting period.
The Centre plans to cover all regions of the Republic of Kazakhstan with such measure, thereby developing the market of ESG tools, as well as assisting in attracting the necessary investments in socially important projects of the regions.

The Astana International Financial Centre was created by the initiative of the First President of the Republic of Kazakhstan, Leader of the Nation, Nur-Sultan Nazarbayev as part of the “100 steps to implement five institutional reforms” national program. The Centre’s development strategy until 2025 was approved by the Management council of the AIFC during the council’s meeting on July 2, 2020. In addition to that, the AIFC Green Finance Centre, being a regional think-tank, provides strategic and business consulting in green finance and sustainable development to Governments, quasi-state organisations and entrepreneurs. The Centre provides initial assistance to potential issuers, investors and market players on preparations for the issuance of green bonds on the AIFC Exchange (Astana International Exchange).
JSC «SEC «Baikonur» is a regional development institute for the Kyzylorda region, the sole shareholder of which is the akimat of the Kyzylorda region. The activity of JSC "SEC "Baikonur" is aimed at promoting the development of the Kyzylorda region on the basis of public – private partnership.
